۲- مهمترین/اولین رکن بقا برای بخش خصوصی در دنیای جدید، امکان مبادله مالی با سایر شرکتهای بین المللی است. بخش خصوصی ای که به شبکه ی بانکهای دنیا دسترسی ندارد، و امکان Transaction تراکنش مالی بین المللی را دارا نیست، عملا بخش خصوصی «واقعی» نیست. صرفا یک بنگاه محلی است.
