Рейтинг представил глава Минпромторга Денис Мантуров. Он уточнил, что в этот раз рейтинг расширили с 40 до 53 критерия. Регионы оценивают по 5 блокам: экономическое развитие, цифровая трансформация, взаимодействие региона с Минпромторгом РФ и Фондом развития промышленности, нормативно-правовая база региона и деловая активность.
