В отзыве правительства отмечается, что в российском законодательстве нет определения понятий «выражение эмоций» и «выставление отметок к публикациям», которые используются в тексте законопроекта. Это может повлечь «неоднозначное толкование на практике», опасаются в кабмине.
Кроме того, авторы законопроекта не привели статистику и другие данные, которые бы говорили о том, что есть «системные проблемы правоприменения» указанных статей.
