Deputy District Judge Peter Hui sentenced computer technician Ng Man-ho on Thursday, a month after the 27-year-old, who ran a Telegram group called SUCK Channel, was found guilty of seven charges of conspiring to incite others to commit illegal acts during the 2019 extradition bill protests and subsequent months. The public channel had more than 109,000 subscribers, Judge Hui said. Ng had the power to remove or amend the messages in the channel, but he “allowed them to exist.” The group’s featured image is of a Pepe frog yelling, often referred to as the “REEEEEEE” meme. Pepe the Frog was created back in 2005 by Matt Furie and has since become an internet symbol for meme culture and “degen” culture. The creator of the channel becomes its administrator by default. For example, you can allow an administrator to publish and edit content while withholding the right to add new subscribers. The channel also called on people to turn out for illegal assemblies and listed the things that participants should bring along with them, showing prior planning was in the works for riots. The messages also incited people to hurl toxic gas bombs at police and MTR stations, he added.
