Проект внесен группой депутатов во главе с председателем комитета Думы по молодежной политике Артемом Метелевым.
Кроме того, проект предлагает закрепить за Минобрнауки полномочия по утверждению совместно с Минпросвещения порядка предоставления помещений в общежитиях. Также вузы будут обязаны размещать на своих ресурсах информацию о наличии таких помещений в общежитии.
