برخلاف موارد مشابه فساد در گذشته، که از ابتدا تا آخر قوه قضائیه یا نهادهای نظارتی بیرون از دولت به پرونده‌های فساد ورود کرده و در اغلب موارد با ایستادگی دولت وقت هم مواجه می‌شدند، در این دولت رویه کاملاً برعکس بود. ابتدا خود دولت سیزدهم این فساد را کشف کرد و در ادامه برای بررسی‌های دقیق‌تر به قوه‌قضائیه سپرده شد.
