That lessens the effect of sanctions because those refineries unaffected by drone strikes and still largely producing aren't targeted, while refineries that were hit by numerous Ukrainian drone strikes and have significantly cut back on refining are included in these sanctions, reducing their overall impact

One positive effect has been that China has temporarily halted sea-borne imports of Russian oil

It would be most effective to sanction Russia’s entire hidden tanker fleet, prohibit it from docking at ports, putting secondary sanctions on countries like China if those ghosts tankers appear there, and seizing ships if they violate sanctions.

Additionally, sanctions on 100% of Russia’s oil refining should be put in place, instead of 35%, and placing sanctions on the ESPO oil pipeline running from China to Russia
