Telegram has announced a number of measures aiming to tackle the spread of disinformation through its platform in Brazil. These features are part of an agreement between the platform and the country's authorities ahead of the elections in October. In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. Ng, who had pleaded not guilty to all charges, had been detained for more than 20 months. His channel was said to have contained around 120 messages and photos that incited others to vandalise pro-government shops and commit criminal damage targeting police stations. Hui said the messages, which included urging the disruption of airport operations, were attempts to incite followers to make use of poisonous, corrosive or flammable substances to vandalize police vehicles, and also called on others to make weapons to harm police. On June 7, Perekopsky met with Brazilian President Jair Bolsonaro, an avid user of the platform. According to the firm's VP, the main subject of the meeting was "freedom of expression."
