What is a cess?

A cess is a earmarked tax that is collected for a specific purpose and ought to be spent only for that.

For e.g.,the proceeds from the education cess cannot be used for cleaning the environment and vice versa.

A cess is preferred over a tax to meet specific socio-economic goals, because it is relatively easier to introduce, modify and abolish.

Every cess is collected after Parliament authorises its creation through an enabling legislation, that specifies the purpose for which the funds are being raised.

Article 270 of the constitution allows a cess to be excluded from the purview of divisible pool of taxes.

Santhal Rebellion (1855) was led by murmu brothers Sidhu and Kanhu in Rajmahal Hills (in present day Jharkhand) against British colonial authority and their oppressive land revenue system.
