In a groundbreaking move, Bihar has become the first state in India to roll out mobile-based e-voting for urban local body elections.
Developed by CDAC and the Bihar State Election Commission, the system is built on two dedicated Android apps and aims to make voting more inclusive and accessible for:
- Senior citizens - Persons with disabilities (PwDs) - Pregnant women - Migrant workers
Pilot launched on June 28 in Buxar municipal by‑polls

Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. Choose quality over quantity. Remember that one high-quality post is better than five short publications of questionable value. Hui said the messages, which included urging the disruption of airport operations, were attempts to incite followers to make use of poisonous, corrosive or flammable substances to vandalize police vehicles, and also called on others to make weapons to harm police. Members can post their voice notes of themselves screaming. Interestingly, the group doesn’t allow to post anything else which might lead to an instant ban. As of now, there are more than 330 members in the group. In handing down the sentence yesterday, deputy judge Peter Hui Shiu-keung of the district court said that even if Ng did not post the messages, he cannot shirk responsibility as the owner and administrator of such a big group for allowing these messages that incite illegal behaviors to exist.
