The content is then forwarded to Telegram's fact-checking channels for analysis and subsequent publication of verified information. The optimal dimension of the avatar on Telegram is 512px by 512px, and it’s recommended to use PNG format to deliver an unpixelated avatar. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. Earlier, crypto enthusiasts had created a self-described “meme app” dubbed “gm” app wherein users would greet each other with “gm” or “good morning” messages. However, in September 2021, the gm app was down after a hacker reportedly gained access to the user data. "Doxxing content is forbidden on Telegram and our moderators routinely remove such content from around the world," said a spokesman for the messaging app, Remi Vaughn.
