On Tuesday, some local media outlets included Sing Tao Daily cited sources as saying the Hong Kong government was considering restricting access to Telegram. Privacy Commissioner for Personal Data Ada Chung told to the Legislative Council on Monday that government officials, police and lawmakers remain the targets of “doxxing” despite a privacy law amendment last year that criminalised the malicious disclosure of personal information. According to media reports, the privacy watchdog was considering “blacklisting” some online platforms that have repeatedly posted doxxing information, with sources saying most messages were shared on Telegram. In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. Members can post their voice notes of themselves screaming. Interestingly, the group doesn’t allow to post anything else which might lead to an instant ban. As of now, there are more than 330 members in the group. Hui said the time period and nature of some offences “overlapped” and thus their prison terms could be served concurrently. The judge ordered Ng to be jailed for a total of six years and six months.
