Deputy District Judge Peter Hui sentenced computer technician Ng Man-ho on Thursday, a month after the 27-year-old, who ran a Telegram group called SUCK Channel, was found guilty of seven charges of conspiring to incite others to commit illegal acts during the 2019 extradition bill protests and subsequent months. Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. Telegram channels enable users to broadcast messages to multiple users simultaneously. Like on social media, users need to subscribe to your channel to get access to your content published by one or more administrators. Your posting frequency depends on the topic of your channel. If you have a news channel, it’s OK to publish new content every day (or even every hour). For other industries, stick with 2-3 large posts a week. “[The defendant] could not shift his criminal liability,” Hui said.
