Telegram iOS app: In the “Chats” tab, click the new message icon in the right upper corner. Select “New Channel.” According to media reports, the privacy watchdog was considering “blacklisting” some online platforms that have repeatedly posted doxxing information, with sources saying most messages were shared on Telegram. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. Select: Settings – Manage Channel – Administrators – Add administrator. From your list of subscribers, select the correct user. A new window will appear on the screen.
